I suspect a lot of schools will be having similar discussions because of the House settlement. If a FBS school isn't willing to switch to DI-FCS for football, a DI-FCS isn't willing to drop down to DII or DIII, or a NCAA school isn't willing to switch to NAIA for whatever reason, then the easiest thing would be to discontinue the sport. Cal's situation may be unique because the stadium is built on a fault line, so it has an added cost that most schools don't have to consider when deciding whether to continue sponsoring the sport or not. If Cal does decide to discontinue the sport, then it will be interesting to see how the ACC reacts to the decision.
