It's 10x worse with the widening construction
with barriers on both sides so no one can pull over if there is an incident.

I'm not talking about any lanes being blocked either. I'm just talking about the perception that the "move over, or slow down" law is interpreted by way too many people as "move over, or else." The effect is any flashing lights on the shoulder effectively turns I81 into a one lane road.
