This will be challenged and overturned. I think it is to get the ball rolling on common sense dialogue. 7, 8 year guys pushing high 20s is not in the spirit of collegiate competition in my opinion whether it benefits my school or not. An age or year of play seems more enforceable over the transfer rule. I liked the thought of 1 transfer then another would cost a year. I’m sure it’s not fair to some but every year free agency is not healthy either imo. I think many of us don’t like the rent a player mindset but know it’s part of the game now. It would be nice to solve some of these issues and he was getting the discussion going.

Enforcement is a relative term. They can't directly force it with an executive order, but the pressure of losing federal funding for the university will be sufficient to cause change. But like what was said above, my guess is this is a push to further the discussion to get away from the laissez-faire situation going on now.
