I don’t like to speculate, but I wonder if this is preparation for Robie to leave or retire. Never seen two associate head coaches in wrestling before.

I don't think the titles matter so much. Frayer was already Associate Head Coach and I suspect everyone agreed to give Tanelli the same title because of his stature coming in; just a matter of respect. I doubt Frayer minds one bit. There's about as little pettiness in the VT wrestling room as you'll ever see anywhere.
