Maybe he gave him a chance to finish the TD because that could matter in a tiebreaker situation?
Or did he somehow think the position may transition into a fall opportunity, so he let it play out a bit?

It would have sucked if he called the technical violation while Connor was on the verge of a takedown and then had the call reversed on replay.
