It seems to be generally acceptable for the male/female scholarship split under Title IX to be divided at the same proportion as the student population. For a school that attracts men and women equally, the scholarships, athletic opportunities, and non--athletic opportunities should be split equally. Think, however, of the situation where a single-sex school decides to go coed (VMI, being a D1 athletic school is a great example). As a single-sex school goes coed, it generally takes quite some time for the population of the previously non-existent sex to even out. It would be unrealistic and likely mathematically impossible to offer equal number (or dollars) of schollys in the beginning. In 1997 VMI enrolled its first class to contain women and there were a total of 30 who attended. I'm sure they weren't all athletes, and even if they had been, VMI would have no requirement to cut down male athletic scholarships to that number. Whereas that's an extreme example, I use it only to help visualize the difficulty of providing a 50/50 scholarship mix in other similar, but not as pronounced cases. There are many smaller schools with a 60/40 student population split (or 40/60, because Title IX cuts both ways) that don't have an "equal" expectation.
