Like with most things......

the devil will be in the actual details AND the creativeness of the institutions in applying those rules. Scholarship limits and equivalent roster limits were originally interpreted to be the end of walkons but, all that may hinge on the other specifics and how they might be applied. Can scholarships still be split? That might allow less well funded schools to still match the roster sizes of their more well funded peers and you have the same problem as now with kids picking the best money offer. It will be interesting to see how schools might find work around to any new rules. We know they almost always do find them and proceed to drive a truck through the hole.
