The 12:00 sale time was open all HSF donors -- had to be logged in to buy.
When I went to buy tickets, it first said that they would be available at 2:00 (I wasn't logged in). Once I logged in, it switched over to 12:00, and they were available to me at 12:00:03 or so. (First couple browser refreshes right at 12:00:00 didn't show tickets available.)
The reserved seats went even faster than the regionals. My wife came down to check on me after I bought ours and I went back in to see inventory. There were only singles left in reserved at 12:03.
