The school has to guarantee or bid a certain or minimum $ amount.
in 2013 when we hosted the baseball regional, VT had to put up $70k. I'm not sure if VT retained all the admission fees or a part of them. Plus VT had to pay for the temporary bleachers and other extra related facilities used then. So, it probably cost at least $100k out of pocket for VT to host that regional.
