My understanding is the 3rd base coach
is primatily responsible for watching the pitcher for illegal pitches until the ball is pitched. After the pitch, he can watch for foul balls, and other stuff. It can be debated as to whether there was any outside influence on him or the timing of his calls, but he was the umpire responsible for looking for illegal pitches.
