The announcers seemed convinced the call was because the batter touched the

ball, but it looked to be the call was more for possible interference as the batter threw the bat down in front of the catcher. Or she ran out of the base line, or she was out of the batter’s box when she bunted. I didn’t watch it all the way through, but she wasn’t even close to the ball. And that call would have been an out, rather than dead ball if it had occurred.

It's both of those things: it's a dead ball, out as opposed to a live ball
