Somebody said that adding teams to the ACC could negate the GOR... is that
true? Would adding Stanford and Cal dissolve the GOR? Can't imagine the ACC would want to do that!

It's another internet myth that gets incessantly repeated by Big12 fanboys. New teams are simply added to the GOR. There is no escape hatch for that situation. Imagine how incompetent the ACC lawyers would have to be to leave such a gaping hole in the bylaws.

The GOR is between the conference and the individual school. It has no bearing on the total membership. That is the handled by the contract between the ACC and ESPN. The ESPN contract would be up for renegotiation. But one would assume that the ACC has shared this idea with ESPN already and it is good.
