I do think most of the schools believe the NCAA re-org that is taking place now could have a huge impact. Maybe even bigger than when the schools decided to create the 3 divisions in 1971 or the DI schools decided to create the 2 subdivisions for football in 1978. For discussion sake, let's assume the re-org looks like this and it doesn't matter if it is for specific sports (i.e. football and/or basketball only) or all sports: NCAA 2.0 DI = P2 schools DII = Former DI-FBS non-P2 schools + some DI non-football schools (i.e. Big East, Atlantic 10) DIII = Former DI-FCS schools + remaining DI non-football schools (i.e. Atlantic 10, Patriot League, CAA, Horizon League, Summit League, etc.) DIV = Former DII schools DV = Former DIII schools I do think there may be a growing fear among DI-FCS schools that if they don't make the switch to DI-FBS now, then there is a strong possibility they won't end up in the group right below the P2 group within the NCAA 2.0. Since they don't if the division levels will be sport specific or for all sports, they are likely hedging the bets to cover both scenarios. This is why JMU, Delaware, Missouri State, North Dakota State, and now Sacramento State made the move when they did. Since the bylaws states that a DI-FCS must receive an invitation from an existing DI-FBS conference or a waiver from the NCAA Oversight (?) Committee, they will do whatever it takes to get any type of membership in a DI-FBS conference. So far Liberty is the only school, since the moratorium was lifted in the early 2000s, to receive a hardship waiver from the NCAA (Committee) to make the switch. The reality is public schools will never qualify for a hardship waiver under the 3 or 4 criteria (religion being one of them and what Liberty used). You can probably include UMass in the same boat for that part of the equation. Where their boat slightly differs is they are currently in DI-FBS purgatory as an Independent. So their options are join a FBS conference or do what Idaho did and switch back to DI-FCS. UMass may believe switching back to DI-FCS isn't an option for the same reasons I described in the previous paragraph which means joining ANY FBS conference was their "only option." UMass decided to rejoin the MAC as a full member (for now). Now that the MAC has agreed to add 2 football-only members, time will tell if that changes again in the future.
