Because there is even MORE money to be made for the schools involved if
they promote themselves as "THE NFL, NBA, MLB, NHL, and Premier League" of college athletics. At least that is how my sales pitch would be if I worked for a network (i.e. Amazon) and I was looking to make a crack in ESPN's "monopoly" on college athletics. Even though Fox has a piece of the action, right now ESPN has the most influence. If ESPN wants to maintain its sphere of control and influence, then ESPN could decide to pitch the idea before another network beats its to the punch and ESPN ultimately finds itself in a Raycom-like situation.
Even if the schools publicly don't want to entertain the idea of having CBAs with the athletes, privately they may not be as opposed to the idea. I say that because the current structure may have to require participation or at least approval from DI-FCS, DII, DIII, and all the non-football schools of all 3 divisions because it could impact all sports due to Title IX. However, if a group of schools can separate themselves far enough away from the rest of the pack, then it may be easier to structure the bylaws so this decision would only be limited to this new division level within the NCAA. It would solve the problem of what to do about the non-revenue sports because they could remain in the NCAA and still allow schools (i.e., Johns Hopkins, AK-Anchorage, RIT, etc.) to compete at the DI in non-revenue sports. Even if those schools have to agree to participate in the CBA for those non-revenue sports, it may not impact the school's standing for all other sports at the DII or DIII levels if no "revenue" is being generated in those sports outside whatever percentage of the media contract(s) is considered the "market value" for that specific sport. For example, baseball, softball, ice hockey, lacrosse, soccer, and maybe field hockey could be considered non-revenue sports that generate "some" revenue based on how frequently games are broadcasted on a network. However, it probably doesn't come close to the level that you see with football and basketball. While rifling, women's bowling, golf, cross country, etc. may get no broadcasting coverage outside of maybe the NCAA championship game/event. In some cases even that isn't really covered by the media. For those sports, the CBA is really a moot point because there would be no revenue sharing.
