I do not think.....

it is "safe" to say that just yet but, the possibility is there. What do you mean by the Big 12 starting to surpass the ACC in revenue? I don't think that is presently the case nor am I sure there is any present evidence of that for the near future. The ACC and Jim Phillips have a lot of work to do and results like last weekend only add to the load.
