I believe the only reason the 2 divisions for the ACC was a mistake is

because the ACC didn't opt to go with natural cross-division pairings for everyone. If the original 12-team ACC had been this (based on pairings), then I believe things could have been a little different for the ACC. Atlantic/Coastal BC-MD VT-UVA Wake-Duke NC State-UNC Clemson-GT FSU-Miami or Miami-FSU (I'm not sure it really matters because the Clemson-FSU "rivalry" didn't exist until both schools had a Bowden as its HC). The one issue the ACC had that wasn't going to be fixed regardless if it went with divisions or not is the fact that majority of the original members did not place a high value on football. Hence why people referred to the 9-team ACC as "FSU and the 8 Dwarfs." As far as the issue with the Atlantic being the weaker division, all conferences experience that situation at some point. It is basically an ebb and flow between the divisions. Heck even the NFL experiences it between the AFC and NFC (referencing the final scores of Super Bowls).
