Even ACC teams don't want to schedule ACC teams

I agree it is weird that the ACC is not at 9 games considering how large the conference is at this point. And it's not like it would take away from quality OOC teams. I'd be happy if VT got rid of Wofford, VMI, and ODU to get us another ACC or P4 game.
