As I stated previously it would happen because the ACC wanted to make sure

the Commonwealth of VA was represented in both divisions. Particularly since a team would never get to play the teams in other division which could impact recruiting because teams would never get to play in or play against teams from certain states. The same logic could be used for other states and regions. There is a good chance both divisions would have the following composition. 1 FL school 1 GA or SC school 2 NC schools 1 VA school 1 TX school (note: it would require the ACC to add a second school from TX assuming Notre Dame doesn't join the ACC for football) 1 CA school 1 Ohio River Valley school 1 NY or MA school The only reason it never happened the first time is because the ACC decided to use the same divisions for basketball for various reasons. The only way VT and UVA could play twice per season is if both teams were in the same division. If the ACC had not used divisions in basketball or it was willing to use a different division compositions for basketball, then there is a good possibility VT could have been placed in the Atlantic Division and paired with UVA for football. As a result, the football divisions would have looked like this (with the protected cross-division pairings). Atlantic/Coastal BC UMD VT UVA Wake Duke NC State UNC Clemson GT FSU Miami
