thirteen other programs are furious with Michigan. Perhaps they took an unnecessary jab at JH. But the steps taken by Petitti were within his authority. The need for evidence, due process, interviews, etc. simply aren't specified in the Big Ten rules. Paraphrasing, they say that when The Commissioner determines that an infraction has occurred he can take punitive action. It really is that vague. It appears that Petitti was able to view evidence that The NCAA has gathered and took action based on that. If JH/Michigan knew he was out of bounds the would have followed through with their suit.
