Honestly, I am not sure the bill has enough votes to pass on either floor.

If it does pass, then I am expecting whatever bill signed by the President or implemented into law after sitting on his desk for 10 days to have various amendments added to it. It may even look completely different than whatever people are discussing now. That's why I am not entirely sure which part(s) the P2s truly object vs. whatever they say or don't is really more for show than what is being said behind closed doors.
