If the bill heads to the floor for a vote and the P2s don't "unleash

immediate expansion on a scale unknown to mankind," then what would that tell you? I ask because I am not sure how concern the P2s truly are about that provision of the bill since they seem to be more interested in moving the goal post than working with Congress. At least the various articles I have read suggest the P2s are coming up with different objections at different times to justify why they can't meet whatever deadline Congress established for them. Heck Congress gave the P2s a deadline of this morning to provide their feedback, but yet the P2s "decided" to wait until this afternoon to meet.
