Most, if not all public schools have the same model. The athletic

department pays the school the tuition of the scholarships that are offered. In most FBS public Universities, the academic side does not pay the athletic scholarships, they receive money from the athletic department. Each state can be a bit different, and I'm sure there are exceptions, but that is the general rule. if VT doesn't get an invite to the P2, could they change that model, and get support from the academic side to pay for those scholarships? It's usually the top expense of an athletic department, and could help those not in the P2 to be competitive financially.
