Separate football from other sports. Regional conferences for all other sports. You could tie the basketball in with football if you want. Any such plan would take SEC and B1G presidents to accept equal payouts as all other football schools in this league which is obviously the big hurdle to overcome. The extremely bad PR of these latest expansions is a nudge in that direction. Create some balance of football budget, attendance, performance, and willingness to play by a revised set of rules to come up with a pool of teams. Let's say 64 schools make that cut. There is a league below and there is some form of regulation/promotion based on set criteria. The 64 schools are divided into 8 divisions. The schools themselves have the power to sort out the divisions. You take the top 16 schools, pair rivals/like-minded institutions together and there is some sort of draft to fill out the divisions. Pairs: Alabama/Auburn Florida/Georgia Florida State/Clemson Texas/Oklahoma LSU/Texas A&M Ohio State/Michigan USC/Notre Dame Penn State/Tennessee
