Casteen did not......

need marching orders. He recognized the plays and importance. He needed backing and cover from people who would be upset, which he got from Warner and 2 prominent members of the UVA board that had ties to VT as well and had Warner's ear. The board was not 100 members, smaller than that but, subject to the governor's appointment. Warner was a political animal, he recognized the real behind the scenes power and what it would mean for his future, which made doing the right thing that much easier.
