Weak schedule and bad team lead to those numbers...
I remember 2 or 3 games were on a RSN where half the fans couldn't watch the game. The USC/UCLA numbers weren't that impressive either. Army and Navy are on CBS Sports every Saturday, plus they have the traditional rivalry game which is the college football game on television that afternoon.
