I was going to say, as long as there is tax revenue to be had...

...the government won't restrict it very much. As you said, they'll frame restrictions as protecting the average Joe, but in the end they'll just rig it to provide maximum tax revenue. The Federal government as a whole doesn't give a damn about what's actually good for the well-being of its citizens. We are nothing but a wallet to them.
