If you are looking at it from the colleges, there are other considerations.

Travel costs, local business impact, research with other schools, educational impact (increased/decreased enrollment), non-revenue sports impact, etc. They all have to be factored. It is not so simple as we get a little more money from the TV deal to add new teams.
