SEC expanded mostly for cultural fit when the right schools become available (big state schools where football is king and stadiums are full) - cases in point include USCe, TAMU, Missouri (something of a push), Arky. B1G - arguably football prowess isn’t a real consideration. They want populated markets for their network. Viewership didn’t particularly matter with their model. So there was little need to create compelling TV matchups. That’s why Rutgers and Maryland were good gets for them. When their business models change, then they target pickups will change. For the rest of us, it is important to try to create an environment where these two conferences are no longer rewarded for raiding other viable ones, as well as to find our own business model built for the long haul, not to try to catch up overnight.
