Why not farm out the football and basketball programs.....

to outside entities that will in fact own the teams and pay the players. Those entities would then enter into licensing and facitilites leasing agreements with the school. The players would not be subject to Title IX and the school would be paid through the licensing/leasing arrangements. The teams get to use the name VT Hokies and use the faciilities. The non-rev students would carry on as is but with a more equitible split of scholarship money between male and female student athletes.
