Navy doesn't want to waste the opportunity to sell a lot of tickets.

So they move their home games against ND to bigger venues. I think it would be fun to see ND play them in Annapolis, but they want the bigger ticket opportunity. Not surprising. I'm repeating what you said, but it's not anything really that new. Baltimore and Philly were the destinations, but Navy has spread out from those.
