Any M2 school with the potential to be called up won’t sign a GOR extension

I suspect that might be a reason the B12 is not pursuing the PE at this point—because a PE won’t invest if there’s no guarantee that schools will stay for a long period. I’m not sure whether private 'capital' or loans might or might not require GOR extensions. However, any entity that pays a large sum of money to the B12 would want their money back plus significant profit.
