Because Duke is private.

They don't need any more private schools. Having Vanderbilt is plenty for the SEC. As far as overall sports UVA just came in 5th place in the Director's cup standings for all sports, while Duke was 17th. Both good, but UVA gives the SEC another state that would touch North Carolina assuming UNC gets in as well. Our Hokies came in 50th in the same Director's cup standings.
