Does the athletic department literally pay the school the standard rate?

I honestly have no idea how money is exchanged between the athletic department and the university. It is just normal straight accounting using the standard in state and out of state tuition rates? Or do they have other methods for calculating the cost to the athletic department and moving the money to the University? I don't know how to frame the question appropriately so hopefully that makes sense what I'm trying to ask.
