Anyone can play them
The ACC Presidents have not shown any interest in offering membership to them with the exception of the Louisville addition. If you watch the SMU President's comments on the day SMU was offered membership he talks about the scrutiny they went through over academics.

IMO, I don't think Stanford -Cal addition lasts. Makes no sense long term
