No. It's not everywhere or a rule.

It's not in Ohio, Pennsylvania, or Louisiana. What they are doing is following money. The flagships in each state have more money. In Pennsylvania, UPENN has an endowment of $20.52 billion, and Penn State has $3.4 billion. Yes Penn State has the football team. In Ohio and Louisiana, there are not Ivy League quality schools to compare. I just think they are chasing the big money. UPENN is not asking to join the Big Ten. There is no question that VT has a better football success record the past 20 years than UVA. That may not be their decision point.
