Since they will only be playing among themselves (including their own football playoff), that would allow them to have the 4 quad champions play each other in a semi-final round, the winners play in the conference championship game, and the the Big Ten champion vs. the SEC champion in the Collegiate Super Bowl. If the Big Ten and SEC expand playing against only themselves to all sports, then both will want to have enough schools for all the sports they currently sponsor without asking its members to add sports. Plus, from a scheduling standpoint expanding to 24 will give the conference more flexibility in terms of scheduling games against teams from the other quads. If the Big Ten and SEC split into 2 divisions of 9 or 10, then they will be limited to how often they could play teams from the other division. 4 quads of 6 will allow teams 7 slots to be divided up among the other 3 quads. Another option is to adopt the NFL model where you play the other teams in your quad home and away in the same season (10 games). The remaining 2 games would be used for teams from another quad. The conferences could either pair 2 quads together so the 2 games rotate through the other quad or the 2 games could rotate through the other 3 quads.
