The way I see the expansion target list is as follows:
For the Big Ten:
1. ND: Not coming.
2. Large Texas school: None available.
3. Large Florida school: FSU fits here if they can get out of the GOR.
4. UNC
5. GT? UVA? Clemson? maybe at half share?
Remember, the Big Ten is the only power conference that doesn't have a presence in Texas or Florida. The other three power conferences all have a presence in Texas and Florida. Also, the B10 already has UMCP, which covers a significant portion of the DC metro area.
For the SEC:
1. UNC (according to many reports)
2. VA school
The 16-team SEC is already really strong, and they don’t need to expand. UNC is nice to have and the SEC would probably invite if it becomes available.
I don’t see VT having any chance at the Big Ten. For the SEC, they would prioritize UNC and UVA. Unless the SEC takes all four schools due to some politics (UNC, UVA, NC State, and VT), VT should just focus on rebuilding the ACC, in my humble opinion.

Why FSU (and Clemson) was looking at the B10 (and not the SEC)
