Agree. One change I would make to your plan is to have all 12 games played
in your tier for an even 6 home and 6 away for a fair schedule since so much will be on the line with relegation and promotion.
Most schools will probably play their rival within their own tier. But if rivals are in separate tiers, they can play in a bowl game. I'd give each team a 13th game/bowl game. Let each participating team keep the money and negotiate their own mini-TV deal for the game.
