Even though the transition from DI-FCS to DI-FBS is a two year process,
teams can petition for a waiver after the first season if they can show the meet the requirements to be considered full FBS status (meaning they offer the full amount of scholarships while still meeting all Title IX requirements). I guess Delaware and Missouri State meet the requirements.
