a FCS school in transition is ineligible to receive a waiver. The 2-year transition defines specific scholarship requirements for the first and second years. First year's numbers still qualifies as FCS and the second number qualifies as FBS. Plus, the bowl games could have gone the same route that allows them to select a team with a losing record (i.e. Miss State selected to play Wake in the Duke's Mayo Bowl with a 5-7 record). Hence why I think both schools were already offering full FBS numbers in terms of scholarships at the start of the season.
