viewership, and past success would be a pretty decent conference. Eliminate all preconceived notions, form a conference of the top 20 or 24 schools not in the P2, form regional pods for the non revs, and put the screws to ESPN, FOX, or any other media company to garner a competitive media deal. Being labeled an ACC, PAC, or B12 school is holding both conferences back, and allowing the media companies to pit one conference against the other. Screw the P2 on their AQ's, and schedule games the country would like to see, pitting the top schools from the individual pods playing each other, and allow enough flexibility for future in conference and OOC rivalries to thrive. If a deserving school can not come up with the money, in an objective fashion, or just wants to step aside for altruistic or academic reasons, and will not invest in the money making sports or facilities, ley them go. Call the conference anything you want.
