I think the Big 10 and SEC...

want a new D-1 semi-pro pay for play division (Power 2) for football only. The P-4 leftovers and G-5 conferences will play for their own football championship (like FCS does). I think the P-2 would like men's basketball to be pay for play but it just wouldn't work since their are many non-Power 2 conference teams and mid-major teams that play high level men's basketball. I just don't think a men's basketball tournament with 34 to 48 P-2 schools would be profitable ratings-wise. No ACC, no Big 12, no Big East ... would make for a dud of a tournament. The question is, would the P-2 invite some of the better football programs from the ACC and Big 12 to join them for football only? How would TV money distribution for "football only" work?
