Just went through this

FEMA designates the property, if it falls under the proper designation you have to have flood insurance. Mine was designated AE. 100 year flood line was 180 feet, lot was 178. Had builder do earth work raise a pad for the slab so the slab was at 181 feet. Still had to buy flood insurance. Since it was a construction project I could not buy flood insurance from FEMA. They would not insure an "incomplete structure". Had to buy on the private market, over $1100
