The answer is no. They would help but the problem is bigger than a lack of

microchips. They’re raising interest rates to bring down inflation. Inflation happens when demand exceeds supply. The theory is, increasing interest rates will reduce the demand for goods and services enough to balance out the demand/supply in-equilibrium. The problem is, reduced demand ultimately leads to reduced GDP which is the gage of a recession. The increased fuel cost was intentionally started in an attempt to force us off of fossil fuels and has increased the price of everything in the country. The huge increase in the money supply has helped the consumer temporarily keep up its demand but that can’t go on forever without causing more inflation. The released pent up demand coming out of the pandemic which also reduced supply didn’t help inflation, either. Raising the interest rates will eventually bring down inflation but it will cause pain & hardship on a lot of people. We need to be working harder on bringing down our fuel cost which is a tax on everyone but hurts the poorest the most. Bleeding off our strategic oil reserves is only a temporary fix & it doesn’t help enough, plus it weakens our chances of defending our country.
