It is possible, maybe even likely, that the politicians placed a higher

value on other pork barrels than fixing this problem. Another possibility is the politicians made other problems a higher priority for whatever reason. If Congress can only allocate a certain amount of money to fixing problems, then does that money go to repairing bridges, improving the roads, improving the rails, upgrading the systems air traffic controllers use, or some other problem.
