Yes, that appears to be the case for people in Congress and maybe upper

management at the various agencies. At least Congress seems to have more people that suddenly become millionaires once they are elected to office than most occupations. Now if we are talking about the people who work in the trenches, lower management, and middle management at the various agencies, then you probably won't find too many examples. Most people at that level could make more money working in the private sector than for the federal government.
