That's what happens when dealing with any government entity. Living in

Blacksburg, I know all too well how many people have to deal with Virginia Tech, as a supplier or a contractor or whatever. You know it's going to take a long time to get paid, so you plan and price accordingly. It doesn't matter whether it's a red administration or a blue administration, they are government administrators, and they have no motivation or incentive to do anything other than drag their ass. Federal, state, local, if it's got government attached to the end of it, it's a pain of doing business.
