Being a dog person myself, I don't see a problem with it. But if someone

doesn't have dogs, they probably aren't going to look too kindly upon it, even though we are talking trash cans, which aren't exactly sanitary to begin with. Personally, I never even minded people having their dogs use our yard and not scooping, because we didn't scoop the poop out of our yard ourselves. That was nature's fertilizer. Much cheaper than Lowe's or Home Depot.
