Relegation and promotion by definition would change some of the teams
every year. Sure, those with the most advantages would have an edge to stay. But each year some teams are going down, and some teams are going up. Since the start of the Premier League in England in the early '90s, only six clubs (Arsenal, Chelsea, Everton, Liverpool, Manchester United, and Tottenham Hotspur) of the 20 slots available each year, have never been relegated. So that is a good bit of turnover.
If VT starts out in Tier 2 or even 3, and has to work its way up by actually having to win, I'm all for it. Merit and competition would be greater than ever in the sport.

For discussion, how would you feel about a separate playoff group?
