@Chris Coleman - who do you blame for lack of development?

Should Corny (was he also the QB coach) or Fuente have been responsible for improving players like Hooker and Willis? When they played here, I was not a huge fan of either, but maybe it was coaching. The things I remember about Hooker is he fell flat when we needed a big play and/or VT was losing. I know the UVA game we lost, and a couple of other losses, he completely fell apart at the end.
